SERVICE CAPABILITIES
CES strives to be a full service environmental laboratory and consulting firm which allows us to assist our clients in fulfilling their environmental obligations and goals without having to deal directly with a significant number of different firms for any one project. Listed below are brief descriptions of the various services offered by CES.
ENVIRONMENTAL LABORATORY SERVICES
CES performs air, water, soil and oil analyses using approved and required New York State Department of Health (NYSDOH), New York State Department of Environmental Conservation (NYSDEC), United States Environmental Protection Agency (USEPA), National Institute for Occupational Safety & Health (NIOSH) and Occupational Safety & Health Administration (OSHA) procedures and analytical methodologies. Laboratory analyses are performed in the areas of organics, metals, wet chemistry, bacteriology and asbestos on solid, sludge, air and liquid samples.
CES is an approved laboratory under the NYSDOH and National environmental Laboratory Accreditation Program (NELAP). CES’s NYSDOH NELAP Laboratory Identification Number is 11246. Services are provided in CES’s modern laboratory facility using state-of-the-art analytical instrumentation, techniques and methodologies. CES performs analytical services in strict accordance with methodologies and quality control requirements established by the NYSDOH, NYSDEC, USEPA, NIOSH and OSHA to ensure that clients are receiving technically valid date.
In addition to analyzing samples collected by members of CES’s Field and Technical Services Department, laboratory analyses are also completed for a diverse group of clients who collect their own samples and submit them to CES for analysis. CES can provide the appropriate sample bottles, preservatives and shipping containers to allow clients who have the capabilities to collect samples in-house a cost effective convenient system to complete their analytical requirements. ASBESTOS RELATED SERVICES
A. Asbestos Surveys – CES performs building surveys to identify asbestos-containing materials. When performing surveys for local educational agencies (LEA’s) these surveys are conducted in accordance with 40 CFR Part 763 (AHERA). Surveys performed for other clients are generally conducted using the AHERA guidelines, New York State Department of Labor (NYSDOL) Building Demolition Survey guidelines or are modified based on the purpose of the survey or do to budget considerations. At the conclusion of a survey, CES will issue a report defining the findings of the survey, including: asbestos materials identified; quantities of materials, hazard assessment for asbestos materials and recommended remedial responses.
B. Asbestos Analysis – CES can provide asbestos analytical services for air and bulk samples. Air samples are analyzed in accordance with NIOSH Method 7400 with results reported as fibers per cubic centimeter. Bulk samples are analyzed as outlined in 40 CFR Part 763.
ENVIRONMENTAL SITE ASSESSMENTS
CES provides Phase I, II and III Environmental Site Assessment (ESA) services, commonly
referred to as environmental audits, to communities, regional governments, counties, authorities, states and private industry. Site assessment services are completed in accordance with the American Society for Testing and Materials’ (ASTM) standards including the Transaction Screen Process and Phase I Environmental Assessment Process. We understand the impact that an environmental study can have and incorporate these concerns into our analysis. CES also offers a unique Preliminary Site Review (PSR) that includes a site visit, discussion with the client and development of a proposal including costs for a modified Phase I audit report. This approach gives the client economical upfront information.
UNDERGROUND STORAGE TANK / SITE INVESTIGATION SERVICES
CES’s project services associated with UST removals and general site investigations
including site supervision, field photoionization detector (PID), soil screenings, sampling, analyses and closure reporting in accordance with NYSDEC guidelines. In addition, CES routinely provides delineation of contamination, groundwater monitoring, well installations, sampling and analyses (periodic monitoring), and report preparation for submittal to the NYSDEC.
CES also works closely with other licensed and certified professionals to develop and
implement site remediation activities. Typically, several remedial response actions are evaluated for each project and a cost evaluation is prepared. The response action recommended for a project takes into consideration several factors related to the project, including: remediation costs; scheduling requirements; short and long term liabilities.
